No offense, but Russia has had 30 years to become a magnificent country and in many ways it has. The average Russian in the big cities known as the “millioniki” lives arguably better than the average American. Roads, while not as good as they could be due to corruption, do exist in all of the major cities and some are really quite impressive — the ring roads around Moscow and St. Pete, for instance. Russia sadly needs a lot more than just roads, though. Homo Soveticus is a more dominant concept than most can fathom to include Russians themselves.
