I will tell you that for the vast majority, it is easier not to question. They might concede that "perhaps Putin is lying," but they will immediately cover themselves and even Putin by saying, "but all leaders lie. Do you think in the US you aren't being lied to?" They spend their lives living with the understanding that governments lie for "good reasons," and so it is not really their place to question. The lie, if it doesn't offend them personally, is okay. In personal relations, there is also the freedom to just lie without worrying about any moral qualms. I am not saying all use this power to lie but as you see how they cheat in sports. They don't see anything wrong with it if they end up victorious.
